I decided enough was enough and I tried to track down the issue, it was a little mysterious, but after some research I have narrowed down the issue to the ECU Fan.
I ordered a new fan from Atlantic British, http://www.roverparts.com/Parts/YQO100000G.cfm . The part was about $85 dollars with shipping. Replacing the fan was very easy and relatively straight forward.
Below is a journal of the steps I followed in my repair.
Step 2: I located the ECU Box and removed Allen Bolts. Remove Black Plastic Cover.
Step 3: Using a Flashlight, I located the ECU Fan on the bottom of the ECU Box towards the front of the car.
Step 4: There are several wire harness that blocked my way. To move a harness, I gently pulled up and they will slide out off their sleeves. I moved harnesses as needed.
Step 5: Using a long Phillips head screwdriver, I unscrewed the two screws holding the ECU Fan in place.
Step 6: I disconnected the wiring for the ECU Fan.
Step 7: I removed the old fan.
Step 8: Space is cramped in the ECU Box, I placed screws into holes of the new ECU Fan and carefully lowered the fan into place. The funnel end goes into the tube.
Step 9: I tightened the two screws.
Step 10: I plugged the new ECU Fan Wiring into harness.
Step 11: I slide all harnesses that I moved back into place.
Step 12: I replaced the cover on ECU Box.
Step 13: I reconnected the Battery.
Step 14: Started my car, and enjoyed a peaceful drive.
